The story is of a small town in the early west and of a 'shooter' of reputation that drifts into it and stands up to the controlling family that runs it. But far from a John Wayne, this hero is caught and brutally beaten and left to die, only to be saved by a prostitute that has also suffered under the hand of this group of desperados. The only one possible to stand up to the shooter is another solitary man who joins with the notorious family although he is deputized as the town's sherif.

Two Nevada border officers, Dave Quarry and John, amuse themselves off duty by honing their kick-boxing skills via virtual reality combat. Elsewhere, a computer tycoon prepares to market his company's latest invention, a combination of DNA and virtual reality that creates beings and creatures who look and feel real.

A group of terrorists, led by a Brit and a psycho take control of the Hoover Dam and demand $25 million or they will kill civilians and dam workers they have taken hostage. But the terrorists didn't count on Sheriff Jacob Harper, an ex-Army Ranger whose father is one of the hostages. But after the FBI takes over the the crisis, and relieves him of his duties, he must take on the terrorists by himself and save his father and any hostages that are still alive.
